Initiated and coordinated by the sister project AVALANCHE, the AI4SafeEurope Cluster brings together the eight complementary Horizon Europe projects AVALANCHE, CEASEFIRE, ENSEMBLE, FERMI, GANNDALF, NOTIONES, PRESERVE C-UAS, and PRESERVE (AI) working at the intersection of AI, security, and law enforcement.

Logo LEA Projects Cluster

The Law Enforcement Agencies (LEA) Projects Cluster, hosted by sister project SafeHorizon, unites interdisciplinary EU-funded projects relevant to the law enforcement community.

Coordinated efforts took place during the organisation of the second and third editions of the Networking within the Security Research Community! event series. The Joint Stakeholder Workshops held in October 2025 in Madrid and April 2026 in Bari were organised by PRESERVE in cooperation with the sister projects SafeHorizon and ENSEMBLE, and the LEA Projects Cluster, fostering collaboration and strengthening synergies within the European security research and law enforcement community.

Networking within the Security Research Community! ” Event Series

The Networking within the Security Research Community! event series was launched by PRESERVE in April 2025 in Athens, with the aim of establishing a recurring platform that brings together stakeholders and key actors, fostering collaboration, knowledge exchange, and synergies across the security research community.

The first edition, an international workshop on Civil Security and Proactive Threat Detection and Prevention, took place on 4 April 2025 and was hosted by PRESERVE project partner KEMEA. The workshop gathered participants from sister projects and related initiatives, creating a space for discussion, the exchange of ideas, and the identification of potential areas for collaboration. The second edition of the international workshop series was organised by the Horizon Europe projects PRESERVE, SafeHorizon, and ENSEMBLE, in collaboration with the LEA Projects Cluster, on 29 October at the Eurostars Tower in Madrid. The collaborative clustering workshop brought together a diverse range of stakeholders for focused dialogue on key challenges and gaps across five thematic areas. The discussions aimed to generate actionable outcomes and contribute to the drafting of a joint policy brief following the event. Read more

The third edition of the Networking within the Security Research Community! event series will take place on 23 April 2026 in connection with PRESERVE’s 4th consortium meeting in Bari. Building on the recently published policy brief, this workshop will kick off the development of a joint position paper co-authored by the attending projects and initiatives. Read more

Sister Projects

A sister project is a complementary initiative funded under the same or a related EU programme. These projects share similar objectives or themes and collaborate by exchanging knowledge and results to create synergies, avoid duplication, and maximise impact and the efficient use of resources across the EU. AI-Powered OSINT Detection, Analysis and Secure Information Exchange

AVALANCHE will develop an innovative, high-tech solution empowering law enforcement agencies (LEAs) to combat the evolving threats of hate speech, disinformation, and deepfakes, leveraging advanced open source intelligence gathering, AI-driven analytics, and cross-border intelligence-sharing. AVALANCHE will enhance the ability of LEAs to detect, analyze, track, investigate and prevent high-risk criminal networks activity, focusing on malicious synthetic media use, coordinated influence campaigns and online incitement-bolstering resilience.

CEASEFIRE

Advanced versatile artificial intelligence technologies and interconnected cross-sectoral fully-operational national focal points for combating illicit firearms trafficking

Ceasefire will develop a highly innovative, holistic, multi-disciplinary, high-tech and versatile approach for aiding EU Law Enforcement Agencies (LEAs) in their struggle to detect, analyze and track cross-border illicit firearms trafficking. It will deliver relevant, advanced Artificial Intelligence (AI) tools and will establish fully-operational National Focal Points (NFPs), aiming to increase LEA operational capabilities and alleviate existing organizational, cooperation, cross-jurisdictional, trans-border and information exchange challenges.

ENSEMBLE

Leveraging AI-based technologies and multi-stakeholder collaboration to combat advanced cyber threats across borders

The ENSEMBLE project aims to combat cross-border cyber-crime using advanced AI-based technology, multi-stakeholder investigation processes, training, and awareness. It will innovate response against cybercrime with a modular AI-based, forensically sound investigation toolbox; a particular focus on ransomware, cyber fraud, data theft and extortion as well as unauthorised access and crypto-jackings, and fight sophisticated cyber-threats, capitalising also in joint multi-stakeholder operations.

Fake News Risk Mitigator

Millions of citizens across Europe use the internet to look out for every type of information. Unfortunately, there are actors that exploit these instruments to spread disinformation and to manipulate public opinion, causing distrust in science and legitimate governments and often resulting in criminal actions.

FERMI develops a framework to detect and monitor the way that D&FN spread, both in terms of locations and within different segments of the society, and to put in place relevant security countermeasures.

NextGen Collaborative Cybercrime Investigation Framework

GANNDALF aims to enhance the fight against advanced cyber threats by:

  • Developing secure agency-to-agency data sharing mechanisms that balance transparency and privacy for LEAs.
  • Deploying a modular decision-support toolbox for collaborative investigation, threat prediction, and optimization.
  • Delivering a customizable crime investigation sandbox for scenario analysis and investigation.
  • Supporting policy development, training, and citizen engagement through innovative Cyber Hygiene 2.0 tools to help citizens spot and report cybercrime.

iNteracting netwOrk of inTelligence and securIty practitiOners with iNdustry and acadEmia actorS

The NOTIONES project seeks to build and maintain a pan-European ecosystem of security and intelligence practitioners in order to (1) monitor technologic opportunities and advancements and best practices and (2) define and refine requirements and standardization needs.

In order to achieve this objective the project, coordinated by TECNALIA, combines the expertise of 29 partners from 21 different countries; including 15 military, civil, financial and judiciary practitioners as well as local, national and international law enforcement agencies.

PRESERVE C-UAS

Protecting euRopean public spaces against Emergent hoStile drone thrEats thRough an adVanced multidimensional shield and cross-border intelligEnce

PRESERVE will deliver a trustworthy, transparent, and easy-to-use Hybrid C-UAS C2 platform supporting Police Authorities with the prevention, early detection and optimal management of operational response against current and emergent threats in drone technology, increasing the security of citizens in public spaces and contributing significantly to the novel EU Counter-UAS policy. By fusing heterogeneous data from an array of physical sensors and online sources, the project will tackle the so far unmanageable threat of weaponised consumer drone swarms through open-source knowledge by non-state actors.
