Just out: Policy Brief – From AI Tools to Trustworthy Investigations

Strengthening Governance, Ethics, and Reuse of Research AI Solutions for Investigations of Cyber-Enabled Crime

How can EU policy better support the responsible, effective, and sustainable use of AI in digital investigations, while strengthening governance, coordination, and the reuse of publicly funded research results?

We are excited to share the just published Policy Brief: “Strengthening Governance, Ethics, and Reuse of Research AI Solutions for Investigations of Cyber-Enabled Crime.”

The brief explores how AI is increasingly used to support investigations into cyber-enabled and cyber-dependent crimes and highlights the challenges that arise as the institutional frameworks for their responsible and effective deployment often lag behind.

Drawing on discussions from the multi-stakeholder workshop held on 29 October 2025 in Madrid, jointly organised by the Horizon Europe projects PRESERVE, ENSEMBLE, and SafeHorizon toghether with the LEA Projects Cluster, the brief identifies key structural challenges and proposes actionable policy recommendations.

This policy brief was developed collaboratively, reflecting the expertise and joint efforts of partners across all participating initiatives.

Many thanks for the great collaboration with all partners from PRESERVE, ENSEMBLE, and SafeHorizon, and in particular colleagues from the University of Bari Aldo Moro, the Spanish National Research Council, Global Forum Shaping the Future, Tree Technology, and Byron Labs.
